Invest UP, Government of Uttar Pradesh, has signed a Memorandum of Understanding with TeamLease Group, India’s leading talent solutions company, to support talent acquisition and workforce enablement for newly established Global Capability Centres in the State.

The Memorandum of Understanding was signed in the presence of Hon’ble Chief Minister Yogi Adityanath by Vijay Kiran Anand, IAS, CEO, Invest UP; Suparna Mitra, MD and Group CEO, TeamLease Services; and Neeti Sharma, CEO, TeamLease Digital.

The partnership marks an important step in Uttar Pradesh’s efforts to strengthen its position as a competitive and talent-rich destination for Global Capability Centre investment. Global enterprises are increasingly looking beyond traditional metro hubs to set up GCCs, with emerging GCC cities now recording job opening growth of approximately 40–45 per cent, more than double the 19 per cent growth seen in metro hubs. The collaboration is expected to reduce time-to-hire and ease early-stage talent acquisition for new GCCs establishing operations in the State.

Uttar Pradesh has positioned itself as a major emerging GCC destination, supported by sectoral advantages, enabling infrastructure, access to talent and a favourable investment climate under its GCC Policy, 2024. The State has set a target of 500 GCCs by 2031, with its strategy expanding beyond Noida and Greater Noida into Tier 2 and Tier 3 cities, including Lucknow and Kanpur.

As firms scale operations across these locations, TeamLease’s partnership with Invest UP aims to strengthen the State’s workforce readiness and talent pipeline. The collaboration includes a ‘GCC Starter Package’ that will offer 90 days of complimentary Workforce and AI Advisory to GCCs to support their set-up.

The partnership will also be anchored by TeamLease’s expertise in end-to-end recruitment and onboarding, hiring for niche and in-demand skills such as AI and ML, and AI strategy and implementation.

Vijay Kiran Anand, IAS, CEO, Invest UP, said, “We are building the foundations to emerge as one of India’s leading destinations for Global Capability Centres. As enterprises look beyond traditional locations, it is equally important that talent opportunities reach emerging centres across the State. This partnership with TeamLease will help strengthen workforce readiness, deepen industry-academia linkages, and create structured talent pipelines that enable the State’s growth.”

Suparna Mitra, MD and Group CEO, TeamLease Services, said, “Access to skilled talent at speed and scale is what determines how quickly a new GCC ramps up. With over 110 GCC partnerships nationally and an active GCC headcount of more than 1,470 professionals in Uttar Pradesh, we’re well placed to support enterprises right from the planning stage through workforce intelligence, benchmarking and end-to-end talent execution. Our partnership with Invest UP is to build capabilities that are genuine contenders for the same high-value mandates as any metro.”

Beyond individual GCCs, the collaboration is expected to contribute to a stronger talent and skilling ecosystem in Uttar Pradesh, supporting the State’s broader ambition to be seen as a long-term home for global enterprises. TeamLease Services will work closely with Invest UP to operationalise the partnership, bringing structured, large-scale workforce solutions closer to where India’s next generation of talent lives and works.
